With the sustained and rapid growth in economy and accelerating urbanizationin our country, the demand of urban land, especially the needs of construction land,rises to a higher level. At the beginning of the found of our country, based on publicownership economic situation, administrative transfer was the only means toregulate land supply, and the value of the land was also unapparent. Since Reformand Opening Up, China has experienced several reforms on the urban land usingsystem. Though public ownership always is the fundamental basis for land, the paceof marketization of land supply moves faster and faster, gradually forming a kind ofChinese characteristics "double-track" supply, named as free transfer andcompensation usage. At present, the land-wasting and tension in supply coexist inour country, and to some degree, there is a danger of losing control of the urbanland supply. To solve this problem, many cities and regions have formulated andcarried out the urban land supply plan, aiming at controlling the overall supply ofland.Based on the present situation of land supply in Harbin, by investigating andanalyzing the annual land supply and demand in recent years, this paper proposestheoretical basis to predict the amount of land supplied and summarizes theprinciple of making land supply. By using supply and demand balance theory toanalyze and test the target, combined with the amount of land supply and demandpredicted, we adopt new methods of index control.In terms of land demand forecasting, this paper adopt the method of regressionmodel to discusses the total demand of construction land, also the state-ownedconstruction land, business land, industrial and mining warehouse land, residentialland, land for public management and public services, transportation, water andland for water facilities and land for special use and other kinds of state-ownedconstruction land demand forecast, respectively.As for potential supply analysis, westart from two aspects: the increasing of new construction land potential analysisand inventory construction land potential analysis. Furthermore we discuss the useof technical means such as multiple-objective programming, to compare andanalyze the present situation of land use and land use planning, finally determinethe amount of land that can be supplied, by means of geology, geography andnature analysis, together with the present situation of land use map, etc.For theanalysis of coordination between land supply and demand, we take the wholeeconomic and social development of the region as the guidance, in combinationwith the practical situation of Harbin city, and form the annual land supply plan eventually.
