The Research Of The Sustainable Strategic Environment Assessment

Since the strategic environment assessment (SEA) theories have been put forward, the scholars at home and abroad have been studying on the problem of SEA from different angles;putting forward some worthy theories and standpoints. However, these researches mainly stay around the theoretical stage currently, with little attention on practice. The method adopted is mainly the method of the environment impact assessment (EIA). Our country is at the entry-level stage of the construction of the index and the method of SEA, without enough understanding , united theories system and valid evaluation method to the SEA, which is not only a waste of resources to some extent, but also an obstruct to the coordination development of the economy and society. Therefore the construction of the index sign and the method system of the sustainable SEA is inevitable.Main research contents are as follows:At first, the related theories of SEA were summarized;the theories of sustainable development and EIA's functions to the development of the SEA theories were analyzed;the relationship of the theories of EIA, SEA and the sustainable development were elaborated briefly. Then the meaning of the sustainable SEA was put forward, the difference between the traditional SEA and the sustainable SEA were posted. The importance of sustainable SEA is illustrated in nine aspects. On the combination of the connotation and the importance of the sustainable SEA, an evaluation scope and classification is generalized, and a framework is included in the form of chart and analyzed as well.Secondly, according to the concrete principles and the instructional thoughts, seven procedures of the evaluation were set up, i.e. strategy sieving;background and strategic analysis;environment, economy and the society problem definitions;initial index sign confirmation;the index sign sieving and complement;index sign confirmation and construction of the index sign system. A concrete frame of the sustainable SEA index sign system was established, as behavior variables, factor behavior variables and actual performances that should be evaluated by its own indices. Then the homologous index sign system is established on these grounds.At last, the method system of sustainable SEA was set up based on the evaluation system, which included the calculation of behavior variable index and degree of harmony. The calculation of behavior variables includes three steps: confirming the index sign'sproportion, endowing the index sign with the value and calculating its integrated index. The calculation of the degree of harmony is getting through the average value and normal difference of the environmental, economic, social indices and drawing a degree of harmony's sketch map. Through the item index number and sketch map to evaluation whether a strategy's implement is advantageous to the sustainable development or not. The thesis puts forward the connotation of sustainable SEA, sets up its index sign system and the method system. The result of this research enriches and develops the theories of SEA, makes the SEA theories system perfect gradually;On the other hand it also supports the reference to the makers of the strategy or the related organizations in order to realize the sustainable of development.
