With the rapid growth of population and the increasing aggravation of depthand scope of human activity, the relationship between human and nature tends tomaladjustment. The harmonious development of population, resource, environment,economy and society has become a social concerned problem. As a new-styledevelopment view, sustainable development is a symbol for human's furtherawareness of development. Whereas agriculture, as the foundation of nationaleconomy, its production process directly depends on natural resource and has agreat impact on environment. The development of agriculture depends much moreon resource, environment and ecological regime and whether the agriculturalsustainable development is directly enslaved to the resources, the environment andthe ecology condition. At the same time, the agricultural development pattern isdirectly affecting the sustainable degree of resources, environment and ecology.Therefore, the sustainable development of agricultural specially receives socialattention, which is considered as the basic guarantee and the first the domain of thehuman sustainable development. As an effective management tool, life cycleassessment (LCA) is receiving more and more social attention. This article carriesout the research based on the importance of LCA to the agricultural sustainabledevelopment.Firstly, we give the definition of agricultural science and technologyachievement and point out that it is the manifestation of agricultural science andtechnology. That is to say, it is the obtained achievement by means of investigationand inspection, experiment, design examination and dialectical thought activity andaccepted through technical appraisal or social practice and is also creative workachievement of certain academic significance or practical value. For convenienceof investigation, we divide the agricultural science and technology achievementinto two sorts: the one transformable and the one un-transformable. As arepresentative, the Holand economist Danyin H think that,any kind of technologyexperiences the four stages: the technical introduction period, the growth period,the maturity period, the decline period. Customarily, people call it the life cycle ofthe technology. The life cycle of agricultural science and technology achievementrefers to the time from developing and investing the market and abandoning by themarket to retreating from the market experienced by the agricultural science andtechnology achievement. Investigating the life cycle of agricultural science andtechnology achievement has a positive guidance sense in analyzing the incoming ofthe farmer and the speed and scope of pervasion of agricultural science andtechnology achievement. Agricultural science and technology achievement, whichis a special commodity, an exchangeable commodity, is different from industrialcommodity and have commons in substance commodity, but it has its owncharacteristic, for example, content biology characteristic, disposable production,fuzzy value, particular use value, circulation risk and its very strong regioncharacter and season character. All of these impact and determine the life cycle ofagricultural science and technology achievement. When agricultural science andtechnology achievement at different stages is adopted, the income and productionvalue will produce different impact. So after definitely deciding the stages, we canadvise the farmer to adopt advanced technique and obtain the most incomesimultaneously avoiding venture. In addition, the production and adopted processmomently influence resource and environment. The LCA of agricultural scienceand technology achievement is carrying through environment effect analysis andevaluation on its whole process in order to estimate its resource consumption,energy consumption as well as integrated impact on environment. It mainly usessystemic standpoint to collect, identify, measure, analyze and appraise data andinformation on resource consumption and environment effect of agriculturalscience and technology achievement during the whole life cycle and providecomprehensive and accurate information for improving the condition ofagricultural science and technology achievement. This article carries through LCAanalysis on the transformable agricultural science and technology achievement andgives analysis process and step and definitely point out the estimate scope of thetransformable agricultural science and technology achievement: the whole coursefrom the achievement adopted by the farmer to its life cycle finishing. According tothe analysis of LCA theory and LCA evaluation theory of agricultural science andtechnology achievement, this article constructs three-dimensional solidconfiguration figure of LCA system of agricultural science and technologyachievement. Also, combining the characteristic of agriculture production, thisarticle embarks from life cycle of agricultural science and technology achievementand integrates the effect of environment, society, economic, culture of variousaspects and then obtains the life cycle systematic circulation mechanism figure ofagricultural science and technology achievement.Technique innovation and system innovation are important basis and ensureand how to deal with the relationship among agricultural science and technologyachievement, the system of agricultural sustainable development and policy systemwill directly determine the life cycle of agricultural science and technologyachievement and impact the analysis of LCA of agricultural science and technologyachievement. The innovative theories of Honpant emphasize particularly ontechnique innovation and the subsequent new Honpantism thinks that techniqueinnovation determines system innovation. But the new system economists thinkconsider that system innovation decides technique innovation. This articleconcentrates on the relationship between technique innovation and systeminnovation and combines the structure of sustainable development. After analyzingthe relationship between technique innovation and system innovation withdialectical and administrative levels viewpoint, we obtain conclusions: systeminnovation decides technique innovation at the present in our country at the time ofagricultural sustainable development. When we make the choice, future must beconsidered. But however the future, apparently nobody can predict it and we callthis uncertainty. When the influenced expects that the performed can change theactivity, we call this externality. As technical innovation achievement, agriculturalscience and technology achievement always has uncertainty in its life cycle andaccompanies externality in practice phase. Because uncertainty and externalityhave a great impact on Positive cycle, how to reduce uncertainty and adjustexternality is essential. We carry through analysis aiming at this and proposecorresponding measure in this article.The fuzzy mathematics is an application subject which researches andprocesses fuzzy phenomenon with mathematics method. It was founded byprofessor L.A.Zadeh, which is an American expert on control theories. From thenon, It develops very quickly and applies to many fields. The different stages ofagricultural science and technology achievement not only influence the expectedincome of the farmer, but also influence the environment assessment. So thedetermination of the stages appears to indispensable. We find a determinationmethod in this paper: judgement approach of life stage based on fuzzy similarityscale. Then we successfully apply it to the stage judgement of agricultural scienceand technology achievement. Finally, we explain the validity of the method by anexample.
