After joining into the WTO, the market competition is becoming more and more drastic. The complex and changeable environment of a corporation management has forced enterprises to enhance its own strength and to get the core competition so as to obtain and keep and then expand the market share. As the human resource management which costs much and needs to be done repeatedly is the necessary and crucial function, a new mode of human resource management—human resource management outsourcing has great significance to improve an enterprise's competition.Human resource management outsourcing will do bring new opportunities to enterprises, but meanwhile it will also bring risks. It is an open and complicated system which is a combination of many enterprises which have their nuclear capabilities each other and the relationship of their interaction is intricate, so risks always come after benefit. Human resource management outsourcing is such a new thing, that there are surely some not immature and incomplete factors inevitably.The research purpose of thesis is to analyze the risk of human resource management outsourcing so as to give some advice for the enterprises to put it into practice.Firstly, when an enterprise makes a decision of human resource management outsourcing, the risk will occur inevitably and it will influence the whole enterprise in four aspects: the chain of value, culture and network, flexibility and stability, the validity of encouragement and the sense of security. This thesis gives analysis from different angles of view. Then, analyze the risk according to the procedure of human resource management outsourcing .When an enterprise puts outsourcing into practice, it will keep to the following six steps: decision-making, choose the function of outsourcing, choose the provider of service, sign up the contract, settle the dispute of human resource, supervise and control.This thesis adopts the methods of quantitative analysis and qualitative analysis, and combine with the character and chart to analyze the risk deeply and fully. Finally bring forward the scientific and pertinent measures to give some reference.
