Along with the rapid economic development of our country, the trend that enterprises need new management ideas is more and more clear, in the process of enterprise development, human resources management work is also more and more paid attention to. Managers begin to take a new look at the role of human resources management, human resources management began to become an integral part of enterprise management. But, in the implementation of the comprehensive human resources management work, some enterprises often found that the cost is high, and its own management experience is not enough to meet the need of human resource management. By this time, they might need to outsource a few management function of human resources management to some special companies, so they can cut the cost, in the mean while, move up to a new level of efficiency. Human resources management outsourcing as a new model, is becoming a useful way to improve the level of human resources management and a important strategy tool to help enterprises development.In recent years, the rapid development of the domestic economy and the growing competition between enterprises makes the human resources management outsourcing as a management method starting to protruding reveals its advantage. Successful implementation of human resources management outsourcing can not only make the enterprise ability to focus on core business, but also can reduce cost, get professional services, and thus enhance the enterprise the competitive advantage.This paper analyzes the causes of human resources management outsourcing, the risk that might show up and the control measures, to implement human resources outsourcing enterprise for reference, to promote enterprise improving their management, promote enterprise's core competitive power, and promote the development of human resources management. Through the introduction of the meaning of human resources management outsourcing, fundamental theory, and causes of human resources management outsourcing, we can enhance enterprises' attention to human resources management outsourcing; Analysis the risks of human resources management outsourcing, we hope to alert enterprises which using human resources management outsourcing; the research on risk control and evaluation of HRMO process control mode can help to fully control of HRMO risks. Through an example of M bank, we hope that can provide reference and assistance to other domestic companies.
