A Research On The Development Mode Of High-Tech Industrial Clusters Of Hubei Province

It has been proved that developing high-tech industrial has enormous function in economic and social development of a nation or region. However, there are not abundant academic papers on industrial clusters in our country presently, especially involved in the development mode and competitiveness of high-tech industrial clusters. This paper tries to find out the reason of agglomeration and the origin of competitive advantages of high-tech industrial clusters by means of demonstration and comparison. Through analyzing the influential factors in selecting development mode of Hubei Province, explore the target mode of high-tech industrial clusters of Hubei Province, look forward to providing a reference to some extend for the development of industry and region economy of Hubei Province.Firstly, the definition, formation and agglomeration of industrial clusters are introduced, the impacts of the high-tech industry on regional development are illustrated. Then, the present condition of high-tech industrial and industrial clusters of Hubei Province is taken into account when analyzing the characteristics, advantages and disadvantages in developing high-tech industrial clusters of Hubei Province. Based on the description of the related theories of industrial clusters and some successful cases, the paper combines the two aspects of theory and practice and proposes a target mode of high-tech industrial clusters of Hubei Province. Finally, policy suggestions are proposed in implementing the target mode of high-tech industrial clusters of Hubei Province. The policy suggestions emphasize the following two aspects: the mechanism of industry cluster should be strengthened and the functions of government should be clearly defined.The research leads to four innovative conclusions: (1) Combine the theory of the factor and the self-strengthen ability of agglomeration, then connect it with the economic structure development factor of new industrial structure form that make new industrial district theory close to a organic system. Apply social economy network theory and new industrial district theory into designing the development mode of high-tech industrial cluster. (2)Propose effective measures in advancing high-tech industrial cluster's competitiveness of Hubei Province and accelerating its fast development. (3)Propose the target mode of high-tech industrial cluster of Hubei-"the unification of government, corporation and academy" based on the characteristics of high-tech industrial clusters of Hubei Province. (4)Put forward the implementation of target mode is a complex systemic project that needs mutual cooperation of government, corporation and academy.
