The Research On Problem Of Profit Collision Of Peasant Who Lost Land In Less-developed Region

Industrialization and urbanization are the basic route of modernization, and the course is companying with non-agricultural change of the agricultural land. Rationally -thinking, the land used for Industrialization and urbanization will result in the economic development and social progress, but in fact, in the practice, lots of peasant often lose their profits, because of the existing grand economic gap between the developed region, the less-developed region have stronger motive to develop economy , and their actions are more quickly , however , for the institutional arrangement and the economic base, for decreasing the developing cost and attracting investment, the government usually make the land resources prices lower as an countermeasure, thus sacrificing the peasants profits, so how to defending the peasants' profits in the developing process is paid more and greater attention.The problem of the peasants in the less-developed region is one part of the peasants who lost land, they face with many problems in life, employment, disease treatment and health care, and children' s education. This paper, beginning the discussion on the feature, living condition and difficulties the peasants meet, discussing the cause, the special feature of the peasants' losing land result from the regional gap, then studies the economic and law base for the dealing with these problems, lastly offers some suggestions in macro, middle, micro levels for defending the peasants' right and profit, and some practical methods and institutional ways are proposed, including the utilizing of the land, utilizing the land according to different districts, tackling with the problem with market and price, tackling with governmental missing-function, the repay standard, the ways to make these peasants employed, the repay process, the establishment of the training mechanism for re-employment, the social assurance system which is fit for these peasants' profits in the long run, and the conclusion is that: the core is the land utilization, the key problems is the repay standard, the ways for making these peasants employed, solving the institutional missing-function and over-function, collocating the land resources with market and government, establishing a new system that is correct, giving money, taking land as a kind of share, employment, the law-aid and social assurance, the left land' s using, thus making the peasants get profits from the industrialization and urbanization.
