For dozens of years, Shanghai Port Machinery Plant, a typical equipment manufacturer, has being adopted traditional management style which resulted in low production efficiency, long period of developing new product and unstable quality. This kind of style put more emphasis on technical and less on management, more on hardware and less on software. It lacks effective management integration of present production capacity and in turn lacks the competency it is supposed to have in this economy globalization background.With our socialism market economy reform further going and WTO open terms coming close, foreign trade scale of seaside cities is increasing annually, which increases the requirement of the ports' throughput. Order for port machinery is also keeping rising, Shanghai Port Machinery Plant exists more developing space. Location of the plant will be used for the World Expo, 2010, it is facing being moved to new production area, which is an excellent chance for further development. How shall we plan the new production area so that it can be in line with the Plant's future development direction and capacity? There are many port machinery manufacturer in domestic market, which causes fierce competition. Enterprise is facing how to change traditional equipment manufacturing management style using modern management concept, system, process and method to remold the enterprise's management style. And then the enterprise shall set up a brand new effective management style which can push its fast development speed and increase its labor production rate.Taking Shanghai Port Machinery Plant as example and using modern management theory such as "operation management" and "project management", the thesis analyzes the status of the present enterprise, problems existed and development direction, then it suggests how to deal with the opportunity with fast developing portmachinery market and how to go with the tide establishing a forever green enterprise.This thesis analyzes the port machinery market and studies the problems the enterprise is now facing. Focusing on how to win the competition of cost and service and how to transit the competition of price to the competition of value, it suggests that the solution shall be taking project management ideas and concepts as its guiding rule, starting from. It also suggests taking balance matrix organization structure as platform, project operation plan and management as tactics to conform the relationship between horizontal product project and vertical responsibility management. The enterprise shall optimize its project and business process and its organization structure according to production law of product and establish a performance review system matching this optimization. It is strategically important for an enterprise to use project management theory and method and establish a new management style which is also the need for enterprise's future development.Taking project management as guideline, the thesis discusses the management style of Shanghai Port Machinery Plant. Taking matrix organization structure as platform, it also discusses the methods of designing enterprise's organization structure and of three factors of project management, which is project schedule control, cost control and quality control. It then brings forward the basic thoughts of designing the business process after adopting project management, process guarantee system and designing management information system.
