Being the most outstanding portion of human being, the talented people is the most cherishing treasure and resource. Nowadays, along with the highly developing economy in the 21st century, more and more facts approve the owner of the human resource will win to the last and act as the leading role in any competition. Obtaining the suitable and multiple talented people is extremely critical for Chinese government's efficiency ,information security and stability.Under the revolution and opening policy, many foreign enterprises have shown up in China. Based on their abundant experience and culture as well as powerful economic background, foreign enterprises attract many talented people throughout Chinese government as well as other domestic enterprises. It severely affect Chinese's human resource balance and and shock the human resource market at the same time.There are totally thee period in the human resource competition between Chinese government and the foreign enterprises.Chinese government need to know their competitor's capacity ,analyze the counterpart's strength and weakness. Thus, Chinese government and public department can find the proper way to attract and obtain the talented people .Furthermore, the competition structure can be changed to a more balancing level step by step.By using Game Theory as long as the data method, example method and comparison method, this article elaborate the competition history and capacity between Chinese government and foreign enterprises. At the same time, by learning from the good experience from developing and developed countries in the world, based on inspiration theory, this article give some suitable solution to increase Chinese government's competition ability.
