From the analysis case changed system of Changjiang Ship Design Institute, the author of this thesis primarily describes scientific research enterprise unit make out contribution for technology cause of our country. The author describes the problem in human resource management after scientific research units change the system, and defines innovation of the human resource management, and leads to innovation theories of the human resource management for enterprise. The author analyses the actual problems of scientific research units, and carry out creative design about the human resource management system and its function. The author plans a set of controls means, and hope the designs project have help for the human resource management after scientific research units change the system.This thesis is a substantial and normative research combining together with, and gives priority to the substantial research.
