The first question that human resource management needs to answer to select talents who match the needs of enterprise culture and skills,it's also the basic function that enterprises rely on human resource to build core competitiveness.Identifying the needs of enterprise development should be based on the current situation and future direction;it's also mean the direction and method of organizational strategy.Identifying talents who suitable for the development of the enterprise needs to be guided by the organizational strategy.Based on of the particularity of enterprise,identifying organizational talents strategic planning.Thus systematically recruit for the organization.Therefore,it's worth for us exploring form the angle of strategic thinking,attracting talents and form a set of human resources recruitment mode.This paper take a example for Z Provincial Committee of subordinate specialized committees recruitment,based on reviewing the relevant literatures at home and abroad,combining human resource strategy theory to research the optimization design of membership attraction and recruiting mode.To promote the effectiveness of the recruitment process under the premise of strategic traction.Based on establishing the system platform of human resource recruitment.Through analyzing the important research results and typical cases at home and abroad,constructing a system suitable for partisan organs.The paper uses individualorganization matching theory,staff quality mode,situation test theory to research.To aim at analyzing of existing patterns and problems in recruiting for members.Designing optimization plan based on organizational foundation,strategic traction and system running three dimensions,focus on optimization of job analysis and membership planning,membership attraction and recruitment strategies and selection system.Strengthen policy of encouragement and support,expanding recruitment ways,completing incentive measures,establishing work supervision and evaluation mechanism,making a point of regular training of personal department?The conclusion of this paper can provide some guidance advices for the effective development and recruitment of partisan organs,social group,other party and group departments.It's also has reference significance to promote the construction human resource management system of government organizations..
