Improper way and technology of land re-arrangement will have negative effect on ecological environment of agriculture which eventually cause the deterioration of environment quality. The study of the environmental impact of land re-arrangement is very important in providing support for project decision-making when study the feasibility of the project and proposing feasible protective measure in phase of planning and designing to avoid serious environmental problems. In this dissertation, on the basis of the theory and methods of Environmental Impact Assessment (EIA) and the research fruit of soil and water conservation project, irrigation and drainage engineering project, shelterbelt project, road project and soil improvement project. The author makes a thorough research and generalization about the environmental impact of the major project of land re-arrangement which provide scientific gist and judging standards for the planning and designing of the project of the land re-arrangement. Furthermore, on the basis of project analyses, the factors of environmental impact are fully identified by L. B. Leopold reciprocity matrix and eventually an indicator-system of environmental impact assessment for general is built which propose instructional indicator-system frame for developing idiographic environmental impact assessment. Eventually, the study of the method and technological means of environmental impact assessment is made. By the systematic generalization and abstract of the current method for environmental impact assessment, the peculiarity and the applying scope of each method and the quantifying method of the indicators, the calculating method of weightiness, the standards for assessment and the method of general assessment are given which provide scientific and feasible method for the EIA of land re-arrangement in different areas.
