For the purpose of reducing environmental impact, controlling pollution as well as promoting environment and society efficiency, environmental impact assessment system of developing unutilized land should conducted. Program decision and instruction also depends on this process. Developing unutilized land has been proposed in many acts which have been published by nation successively since 2006. In 18th CPC National Congress, the concept of implementing scientific progress in the future continuously, achieving the sustainable development of Five-in-one, and using the potential ecological functions of unutilized land sufficiently to expending land space was presented. By 2012, Ministry of Land and Resources has formally replied to the pilot project that unutilized land development can be conducted in Gansu province.But now, our nation has no environmental impact assessment system about on unutilized land development. By the restriction of regional disparity and specific engineering quality, there have no relevance examples to introduce. According to pilot programs and multidisciplinary theories, the study is analyzing environmental impacts of such projects, identifying the factory of environmental impacts, taking into account comprehensive impacts of first-stage and second-stage unutilized land development, and building an assessment system that is suitable for relevant programs. To reduce environmental impact furthest is the precondition and to improve environmental conditions and use land resources economically is the destination.According to the efficiency of ecology, environment, economy and society, the dissertation builds a system that is three layers of progressive relationship, which covers destination layer, criterion layer and index layer. In the system, there is 1 comprehensive environmental impact assessment index,4 specific and 23 factory indexes, which include 7 ecological indexes,8 environmental indexes,6 social indexes and 2 corresponding indexes. After comprehensive analysis, I use system concept and analytical hierarchy process(AHP) to analyze the weight of all elements, and use the tow stage fuzzy comprehensive evolution model to calculate the system. Finally, the system is being testified by assessing a project to examine its scientificity and operability.
