Technology improvement has become the main force of economy growth since middle period of last century. Although technology improvement has contributed more and more to the economy growth in our country currently, still fall behind the average level in advanced countries. The essence of technology improvement is the creation and transform of knowledge which are realized by technology innovation. This relies on the wisdom of native people together with the appropriate import of foreign technology. This article is proposed to answer the following questions: What is the affiliate effect of technology import and technology innovation in our country? How to make better use of technology import in order to boost technology innovation in our country? Why is the unapparent effect that technology import propels technology innovation in our country and what is the optimal decision toward this problem ?This article works out the affiliate effect on the basis of the theory of technology import and technology innovation, econometrics and macro-economics, using simultaneous equations and OLS. Statistics show that technology import has some positive effect on technology innovation in our country, but not the level people has expected. This article gives an analysis of limiting factors from foreign enterprises, native enterprises and native politics and law.This article makes up a decision-making game theory model based on previous studies. The result shows that it is a wise decision to boost technology innovation with appropriate technology import. This article has made some practical recommendation on government macroscopic readjustment and control, enterprise, medium organizations and jurisprudence.Overall, we can improve the development of industry in our country through technology import, based on technology innovation. There's still a long way to go on the road of technology import and technology innovation, and form a benign circulation of "imports research-assimilation and innovation-new product manufacture-market achievement".
