The fast-speed advancement of technology is the foundation of an industry, especially it is pivotal for high-technology industry to develop steadily. Along with entering period of high-speed develop, high-technology industry plays a more and more important role in national economy. While the international competition is fierce, a austere problem comes out:what is the origination of technological advance of our high-technology industry? Is it keeping importing foreign technology or independently innovating as the long-term consideration? The problem has aroused discussion in the academic circle without final conclusion. We just develop relative research under the background.This paper starts with the effect, which comes from importing foreign technology, independent innovation, and purchasing domestic new technology, acting on technology advance, Chapter2includes definition of relative conception and literature review, which briefly introduce conceptions of technological advance, technology import and independent innovation, and then we summarize present domestic and overseas relative literature review, focused on effect of technology import and technology advance, independent innovation and technology advance, technology import and independent innovation, and offer a brief evaluation. Chapter3is general description of technology import and innovation of our high-technology industry, includes development gap in different individuals and periods, also introduce the gap of same indexes compared with developed countries. In Chapter4we set up U-curve of selection path of technology advance, and introduce measure method of performance of technology advance on basis of traditional economy growth theory. The major content of Chapter5is empirical analysis by using econometric model based on C-D producing function analysis, includes indexes selection、enactment model and commutation of actual numerical value and evaluation of stock of primitive numerical value. Then we evaluate five panel data models and respectively measure summated evaluation of performance of different paths of technology advancement of our high-technology with depreciation rate of15%and25%from1999to2008, and evaluation of performance of different paths of technology advancement of different area with depreciation rate of15%.Besides we explain the result of models in detail and analyze correlative problems which came out in length. Based on present description and the result of models, Chapter6put forward some proposal on present economic benefit and industry safety in the future.The results indicated:according to the whole condition from1999to2008, independent innovation and purchase of demotic technology restrain technology advancement of our high-technology industry instead of promoting. In opposition, importing technology from developed countries significantly promotes technology advance of our high-technology industry. We think the reason is that there is large gap between high-technology enterprise and that of developed countries. On second thoughts, we evaluate of output of different paths of technology advance in two time extents. The result of evaluation suggests import technology from developed countries couldn’t significantly promote technology advance in recent years, while independent innovation begins to promote obviously output of technology. We think it is directly because government enhances support of independent innovation, and the ability of development and research of high-technology enterprise is improving. Besides, in area terms, there exists remarked gap in effect of different paths of technology advance. On the basis of empirical result, we put forward some tangible advice focused on regional with different levels of economic development.
