With the development of technology, competition among enterprises has been turned to talent. Intelligence capital has become strategy resources of the business enterprise; employee's competency is a headspring to distinguish the results of good or bad. For this reason organization began to examine the core competencies from all the new angles, and established the system of human resource management based on competency model. Then, how to select and examine the talent person that can be suitable for the company and how to evaluate the competency of employee and staff is the point of human resource management. This paper firstly discussed the process of theoretical research in competency and the difference of competency research between England and America, induced and clarified the definition and content of competency, specified the development of assessment technology and nowadays assessment tools and method. Secondly, we took ST company for example to summarize the core competency and CSF of ST by combining the CSF in dope industry and the history of ST, provided advice for the strategic development and restructured organization and redefined its job responsibilities in ST. Then we applied the latest approaches and techniques (for example: BEI) to establish the competency model, which included knowledge, skills, creativity, attitudes, morale, and other individual, and group attributes of its employees that make ST survive and grow by reference 21 generic managerial competency model. We defined and validated the competency model. Lastly we designed the assessment system and practised it in ST, anlysized the result of assessment and provided the suggestion.
