With the fast develop of global economy and technology innovation, the core of competition has been the key factor for enterprise. In China, the model of technology innovation and the learning system of management from west can not keep up with the economic development. Under immature marketing, our companies have to reach information when they achieve industry. So the technology innovation management has been the biggest obstacle when our companies take part in the global competition. The paper expresses the actuality technology innovation theory in the world and adopts an analysis model by combining the theory with practice. After introducing Minnesota Mining and Manufacturing Company's (3M) background, the paper analyzes the technology innovation culture, technology mechanism and technology innovation management of 3M Company. As the result, the paper finds three ways to improve technology innovation management. First, the 3M Company builds a free innovation environment for its employees by its culture. Second, 3M Company distributes its resource by its mechanism. And the third 3M Company turns the innovations into commodities by its management. Combing the successful experience of famous foreign enterprises with the reality of technology innovation management of our companies, this paper gives three advices to improve the technology innovation management. First it is building the right innovation concept. Second it is optimizing the system of innovation. Third it is enclosing the core technology to improve technology management.
