Water is the source of life and water conservancy is the lifeblood of agriculture. The small scaled rural water conservancy projects are important foundation facilities of village, involving the life of thousands of families. Whether the facilities work well has a great effect on farmers, on food production and the life in the countryside. An scientific management system can bring the facilities to its full function and push forward the socialism new village construction.Along with the development of the socialism market economy system in the 1970s, the traditional water conservancy construction and management couldn't keep up date with the new production system. The original management system didn't suit the new individual production model, which made it difficult to manage the facilities and also limited their function. At the end of 1990s, according to the target of the establishment of the socialism market economy system, a reform about the property right of water conservancy facilities was carried out throughout the country in various ways of auction, rent, contract and share system. But after the reform, the new separate management system, which replaced the original centralized one, has brought some new problems in the following aspects, such as the supervision of contracts, the usage of returned funds, the set of water price, the unified programming of water resources and the overall control of floods. Today these problems remain to be studied and settled.With the constant input of human, material and financial resources in several decades, Changshu built a lot of village water conservancy facilities. They have played a great role in improving farming conditions and promoting the village economy. But in the traditional management, input and operation systems existed some problems such as unclear property right, uncertain responsibility and unreasonable burden and so on. These systems didn't suit the development of agriculture and the development of modern village. Similar to the whole country, in Changshu a reform about the property right of the water conservancy facilities was carried out by combining ways of selling, renting and sharing. The reform led to a more effective management and operation system. However, it also brought some problems such as the unclear responsibility of the flood control, the drop of the financial benefits and the delay of the maintenance and so on. As a result, despite the great input of the government, the farmers didn't benefit more and the operators were not willing to invest more. In a word, the reform brought a lot of problems as well as great achievements. The systems still need further improvement and change.The thesis, referring to the public management foundation theories such as the public economics and public finance, discusses the classification, characteristics and the management system of the hydraulic engineering. As we know, social products are classified as public products, mixed products and private products according to different characters of consumption. So water conservancy facilities can be classified as public, part-public, non-public properties according to different beneficiaries. They have different characters in exclusive proper right and competitive benefits, so they call for different ways of management. According to their different characters, the corresponding reforming programs should be well designed and put into practice.Based on the research and analysis of the current water conservancy situation in Changshu, by referring to the experience and achievements at home and abroad and by listing some actual cases as examples, the thesis suggests separately the overall and specific goals of the hydraulic engineering in Changshu. The thesis puts forward a suggestion about the reform of the management systems of different kinds of water conservancy in Changshu.
