How will Zhejiang textile and clothing industry still hold the comparative strengths and competitive strengths, and enhance the international competitiveness in an all-roundway, against the background of WTO and the elimination of quota? This is a significant issue for the textile industry of Zhejiang to cope with, because it is influential to the healthy and long-term development of Zhejiang textile and clothing industry.This paper aims at studying how to enhance the competitiveness of Zhejiang textile and clothing industry in the "post-quota period".The paper initially analyzes the market competition of the textile industry in the "post-quota period". It holds that the cancellation of quota will have a great impact on the textile industry of Zhejiang and China. Firstly, the global market for textile and clothing will be segmented and the international competition shall be much intensified. Secondly, although the export of textile products from Zhejiang or China will continuously increase, the price will drop, thus the textile industry will have little profit margin. Besides, the textile industry of Zhejiang and China will be confronted with technical barriers, green barriers, anti-dumping and the limitation of textile products made by European and American countries.Then the paper explains the competitive strengths of Zhejiang textile and clothing industry in the "post-quota period". Although Zhejiang textile industry enjoys comparatively international and domestic competitiveness, such advantage appears to be weak year by year. Moreover, the textile industry has the strengths of large-scale and low-cost in manufacturing. Small and media sized private enterprises, which have become the mainstay of Zhejiang textile and clothing industry and enjoyed a dramatic amount of exports of silk and clothing, are able to achieve the integration of production and marketing operations.This paper also analyzes the demerits of Zhejiang textile industry. For example, there exist irrationality of industrial structure and ways of growth in this industry. It lacks trade pre-warning system, and the industrial competition is in a mess. Apartfrom this, other inferiorities can also be found, such as low added value in products and weakness in brand development.Based on the analysis of the above issues, this paper, focusing on such two aspects as industrial upgrading and the rationalization of industrial organization, further expounds ways to promote the competitiveness of Zhejiang textile and clothing industry in the "post-quota period".This paper points out that the fundamental way out for the enhancement of the competitiveness of Zhejiang textile and clothing industry lies in the industrial upgrading. In order to maximize the comparative advantage of Zhejiang textile and clothing industry, further transform the comparative advantage into competitive advantage and step up the industrial upgrading, adjust industrial structure and change the ways of growth in an all-round way, such important methods should be used, as optimizing the industrial design and concentration, carrying out technologic innovation and brand development as well as promoting manpower value.This paper believes that rationalizing the industrial organization is an effective way to enhance the industrial competitiveness. Thus, we should maximize the function of industrial self-conduction, strengthen the crowd advantage, and beef up the industrial management and self - discipline, carry out the strategy of " stepping up", make the enterprise system sound as well as optimize the management, develop e-business, and implement the talents strategy, etc.Finally, this paper points out that there are still many things for us to do in order to enhance the competitiveness of Zhejiang textile and clothing industry in the "post-quota period". The fundamental way lies in the industrial upgrading. The key point is to strengthen technologic innovation and increase the added value of the products. It is an important strategy to cultivate international industrial concentration. It is a must way to carry out the brand-strategy. Implementing the "stepping out" strategy is an effective way. The foothold is to optimize the management and emphasize the development of labor resources. Avoiding disordered competition is on the priority list. And improving the pre-warning system and positively dealing with the trade friction are also the necessary measures.
