Urban Rapid Rail Transit (URRT) is an important tool of transportation in manycities around the world with its apparent advantages over others, like large capacity,time-accuracy and fastness. However, its application in China has been greatlyjeopardized by the conflicts between its big demand for construction funds, hugeexternal effect, complicacy of management and the realities in China: we are short ofmoney, our management is underdeveloped and our laws and regulations areinconsistent. As a result a better direction of development is in urgent need.This paper first studied the relative advantages and features of Urban Rapid RailTransit (URRT) over other means of transportation. Then it made a review on thedomestic and worldwide development of URRT. On the basis of a special study ofHong Kong Metro, the paper came to three observations, i.e. the relation of URRTand city development, its impact on real estate and analysis on relevant policies injoint development. Succeedingly, the author concluded three major guidelines ofURRT network planning: 'point-axle' theory, stepwise development theory and thetheory of joint development. After that the author studied URRT network planningand raised such a planning based on the three theories above. Later, the article studiedindex system for network planning assessment. This part first dealt with the basicmethods of assessment, then by using Analytic Hierarchy Process we obtained a indexsystem of assessment that contained indices for 'joint development benefits', etc.Through analysis we unveiled the crucial influence of joint development on URRTnetworking planning, which is the most innovative feature of the article.In short, the result of this research in this paper is very useful to the theoreticalresearch and practical use of the future Network Planning of Urban Rapid RailTransit.
