This thesis focuses on the development of the performance appraisal of middle-levelmanagers in North China Petrochemical Branch Company of PetroChina (NCPBC),which is based on KPI, summarizes and analyzes its existing problems and reasons. Onthe one hand, based on KPI, AHP and counter plan management, this thesis builds thenew performance appraisal and management system which conforms to the developmentrequirement of NCPBC, on the other hand, gives the whole implementation process ofthe new performance appraisal and performance management, especially emphasizesits right application of appraising results and gives its primary evaluation.Firstly, the thesis gives systematic introduction about performance appraisal such asperformance conception and features, the objectives and function of the performanceappraisal and appraising methods, gives the detailed process on how to build the KPIsystem, and summarizes the whole process of performance management, providing atheoretical background for the subsequent study. Secondly, lucubrates the development ofthe performance appraisal of middle-level managers these years in NCPBC, andsummarizes their advantages and disadvantages respectively in the former two differentdevelopment periods, providing a practical background for designing e new appraisalsystem. Thirdly, seriously studies the KPI, AHP and counter plan management, and basedon them builds the new performance appraisal system, giving examples on how to designKPI about different positions, main procedures on how to design the proportion ofdifferent KPI which is based on AHP and some examples on how to use counter planmanagement in the new appraisal system. Fourthly, gives the whole implementationprocess and key steps of the new performance appraisal and management system,emphasizes that proper and practical application of appraising result can evaluatewhether the performance appraisal system is successful or not, moreover, summarizes theeffects and impacts of the new appraisal system in NCPBC. Finally, the author makes aconclusion and gives some advice on how to implement performance appraisal andperformance management to obtain good results.
