The 21st is a changing and revolutionary period. With the rapid developmentof computer network and information technology, economy is graduallybecoming global. Companies in different countries face to a changing andcomplex environment;the revolution seems to be a permanent content forcompanies. Although the company has a perfect program, it should haverevolution after it have run in a period in order to adapt to the internal andexternal environment and make the company develop very well. When thecompany takes the actions, the development of human resources is the mostimportant aspect and the key point of the success of company. In the revolution ofmanagement in human resources, the transform of employee's value and thoughtsis the most difficult as well as the management and design of payment. Thesuccess of company does not depend on the transform of company, but relays onthe change of employee. Only the employee's value and thoughts have changed,the revolution of company should be sure to implement and succeed. At the sametime, the Chinese traditional concepts have affected the national company for along time;the innovation of payment is a most difficult barrier. It is restricted bymany factors, which is paid attention by company and employee. It is also themost important and sensitive aspect of human resource.This article expatiates on the general theory about the treatment of employeeand management of payment when the JZLK reforms within the problem ofhuman resource. It also analyzes the revolutionary actions and provides somerelation principles and optimizes countermeasures, using "Hai Shi" workingestimating system to redesign key important point of position estimating.Therefore, it has some extent of realistic signification.
