With the development at full speed of the economy of our country, the civil aviation industry of our country has obtained unprecedented development, the traffic volume of aviation increases year by year. Meanwhile, civil aviation calamity takes place frequently. Civil aviation traffic caused by the transport environmental sudden change, fault caused by people and factor interaction out of control of plane generally. The aviation accident has not merely caused irretrievable casualties and enormous economic losses, and has formed the harmful effects in the society.The airline is undertaking the main task of producing and managing .As a complicated system of civil aviation, the airline involves in planning, organizing, coordination and conduction in many aspects of ground guarantee and aerial service. The safety management is unusually complicated. It should not be ignored for fly safety to strengthen the management and study about the airline, improve the mechanism of management and reduce the incidence of calamity caused by management factor.The pre-warning of human resources means to carry on the early alarm and control in early days to deal with the condition such as low efficiency or invalid of human resources management and fluctuation and fault of human resources. Because the human resources system are the very foundation and support of other system operation, once the crisis appears , it will produce more broad negative effect on the organization and cause the overall crash of organizational management. So, setting up the pre-warning of human resources system to develop its ability to defend the error and guarantee the normal operation of the business activities has extremely great meaning for organization.This subject proceeds from current situation of airline's human resources management .Through analyzing its current situation and defect and announcing the human resources management defect and inner link of civil aviation's calamity, it aims to find out the relation between human recourse management defect and civil aviation calamity .On the basis of positive research, it adopts the methods of real example investigation and the theoretical research , statistical analysis and case analysis , qualitative analysis and quantitative analysis together, seeks the defect of the mechanism of airline's human resources management thoroughly . Explore a efficient model and construct the corresponding early warning index system in humanresources pre-warning of airline. This subject is studied not merely for improving airline's human resources management, improving the ability to deal with the human resources crisis, but also be significant to reduce the crash rate caused by human resources management defect. It has certain theoretical value for strengthening the whole civil aviation's systematic safety management and improving the early warning system of the security, as so as preventing the accident, guaranteeing the flight safety2.
