"EPC",a construction contract pattern, means the project's designs, the purchase, theconstruction, the maintenance, all the works which is given to only one primary contractorcompletely, from start to finish. for the primary contractor, it means actually the numerousworks and the huge responsibility. First, the primary contractor must accept the owner and theoverseeing supervise management. On the other hand, he must create the good workenvironment to the numerous subcontractors. Basing the analysis of the contract of a presentdomestic typical electric power project, this article is discussing the risk of the primarycontractor. And then, in order to reducing the risk, the primary contractor needs to completethe human resources plans optimization and management in the first level networks which isrelative to the owner and the second level networks which is relative to the subcontractors.According to the project's development stages, this article proposes the effective solutionmethods for concrete project management and the construction practice of the primarycontractor. It solves the related management problems which is between the primarycontractor and the owner, and which is between the primary contractor and the subcontractors.And it also proposes a new method for the project management on another hand.
