Geography information system (GIS) is a branch of science which developed with the develop of the geography, computer technology and information science, GIS is good used in many way, especially, in the city's management, GIS can show the data which have relation with the map to the user directly. In GIS, all the graph is composed by the dot, line and 面, the data is composed by the property data and spatial data, generally, the spatial data is saved in the file(map), and the property data is saved in the relation database, now the new database system which support the spatial data can save the spatial data and property data together, which enhance the integration of data.Dalian municipal administration (DLMA) is the manage department of dalian city's road and bridge, the manage information system (MIS) based the GIS has giant use in DLMA. Especially, in the time of city is developing quickly, a lot of road are being dug everyday, else, in the underground have lots of pipelines. All the people's daily life have some relation with the road, bridge and underground pipeline, It's very important how to quickly obtain the geography data of the surface and underground of earth, the DLMA need the MIS which based on the GIS.The article, first, analysis the now's system of DLMA, found out the question of the system, then design the system to resolve the question in the way of resource's sharing, data transmission, business process, information isolation and so on. By the computer manage of road digging & occupancy, check & accept and road and road's furniture repair & fix reduce the worker's pressure, in the same time, that can reduce the number of the worker, enhance the speed of inquire, enhance the management level and enhance the speed of the DLMA's information, promote the level of management.
