| Intensive tobacco curing appeared as a new production organized form with the promoting of modern tobacco agriculture and the use of bulk-curing barn. Among it, specialized curing of flue-cured tobacco carried out separation or semi-separation of tobacco cultivation and tobacco curing, clarified division of production, reduced complexity of tobacco production technology, and labor intensity, increased production efficiency, raise the enthusiasm of tobacco growers. On the basis of tobacco production management, specialized curing modes in Youyang were discussed. Two organization management modes (tobacco grower mutual mode and farm driven mode) were put forward. Operation mechanism and guarantee system of modes were comparative analyzed.1 Analysis of operation effects of two organization management modes(1)Tobacco grower mutual mode: Operation effects were better than ordinary curing mode. Labor intensity and cost input was reduced. Income of tobacco growers was increased. The employment percentage of non-agricultural labor directly influenced the participation of tobacco growers in specialized curing. The higher of comprehensive degree about specialized curing, the higher of enthusiasm of participation.(2)Farm driven mode: The work amount of proprietors was reduced in varying degrees. Proprietors had no obvious advantages in yield per hectare and output value per hectare. 72.26% of proprietors considered that the current curing mode needs to be improved. 53.85%of proprietors considered that scale of cultivation need to be maintained. Main factors of influencing the participation of specialized curing were arrival rate of production technology and attitude, compensation measures of tobacco companies after natural calamity.2 Problems of two organization management modes(1) Tobacco grower mutual mode: Organization management modes were not perfect and the process was irregular. Technicians were not familiar with loading tobacco leaf of bulk-curing barn. Quality of fresh tobacco leaves had great difference. Safeguard measures of curing equipment operated very slowly. (2) Farm driven mode: In view of the overall situation, the mode was large but not strong. In view of operation rules, the mode was lack of effective supervision and management. In view of professional level, professional teams were not so professional. In view of operating subject in the mode, there were obstacles in transition from small family to large family.3 Strategy of solutions of two organization management modes(1) Tobacco grower mutual mode:â‘ Strengthening policy propaganda and technology support, perfecting management systemâ—‹2Strengthening and implementing allowance of tobacco growers, safeguarding the rights and interests of tobacco growers.(2) Farm driven mode:â‘ Developing the cultivation on a moderate scale, enhancing effectiveness of farm driven specialized curing.â‘¡Cultivating a large number of professional tobacco growers, strengthening the consciousness and enhancing management benefit.â‘¢Establishing three grade supervision system and information feedback system, and strictly carry out them.â‘£Establishing Information Database of tobacco growers and checking on curing technicians according to the benefit of proprietors. |
