Countermeasures Research On Improving The Ability Of Our Country's Textile Enterprise Against The Green Trade Barriers

Along with joining the World Trade Organization, our country's textile exportation faces with the good development opportunities, but also encounters the stern challenges. The Traditional Tariff Barriers have reduced gradually, but the new Non- Tariff Barriers have appeared unceasingly. Green Trade Barrier has become our country's big problem after joining the World Trade Organization. Nearly 74 billion USD export goods were refused during the year of 2002. So knowing about the Green Trade Barriers' affection and work it out, specially promoting the textile enterprises' ability of overcoming the Green Trade Barriers is in the urgent.This article is based on the identification to the Green Trade Barriers, and then explicate the affection to the textile and analyses the reasons. The feature of heavy pollution and low speed of environment authentication are fatal ones. However, there are too many countermeasures to elevate the ability of overcoming the Green trade Barriers. But we cannot chose all of them at the same time .we should pick up the most effective one. So we put all the measures into a mathematic model, calculating their conditioned figures, important figures and effective figures of strategies by Analytic Hierarchy Process. The result shows that green technology innovation is an effective method to improve the enterprise's ability of overstepping the Green Trade Barriers.The country should create a good environment for the enterprises from the aspects such as the policy, the law and economic. The enterprises must strengthen the environmental protection idea, speed up the green technology innovation's steps, and establish environment management system. Then, overstepping the Green Trade Barriers is reasonable along with the joint effort of the government and enterprises, complying with the environmental protection tide, holding the environmental protection consciousness, adopting the correct strategy. Meanwhile, the ability of overcoming the Green Trade Barriers of enterprises will be improved and the advantage of textile products will be increased.
