In the 21st century, the humanity will gradually march into the knowledge economy society from the traditional industry economy society. The industry economy takes natural resources as a foundation, its leading essential factor is the fund; But the knowledge economy takes the knowledge accumulation and the innovation as a foundation, its leading essential factor is the talented person. Therefore, in knowledge economy times, human capital with knowledge and skill as its main content will play a more important role in the development of both economy and society.However, in the process of the industrial structure reformation and the development of the high technological industry in resource- depletion city, although amounts of material capital has been poured in, the low-level human capital and the insufficient investment in human capital has severely hindered the optimization of the industrial structure and the speed of the social development.This dissertation revolving with the realistic question,embarking from the angle of economic sociology, taking the harmonious development of economic structure and the social structure as the objective point, mainly inspects the present situation of human capital storage quantity and the supplying structure,the relationship between the readjustment of the economic structure and the reconstruction of social basis.
