In 1990, two American scholars GaryHamel and Praharad first presented the concept "Operational Outsourcing " in the book "Core Competitiveness of Enterprise". "Outsourcing" has been considered one of the most important concepts of management science by "Harvard Business Review" in the past century .The consideration is very simple. That is, if external organizations can organize themselves to do a work more effective and cheaper than the organization itself, then the work should be done by external organizations. On the other hand, if employees can do their own work better, then it should be remained within the organization. "Do what you can do the best and the rest is remained for others to do". Base on this core concept, international project outsourcing patterns were generally accepted by enterprises of Europe and the United States and other developed countries in the early 1980s. In recent years, following the arrival of the era"information networks", outsourcing has been developing much more rapidly. According to a report from the American magazine "Fortune" on July 20th,1998, worldwide companies whose income were above 50 million U.S. dollars had commonly carried out operational outsourcing. Dun&BradStreet's "1998 global outsourcing business studies" also indicated that outsourcing expenditure of companies whose global turnover of above 50 million U.S. dollars in 1998 had increased by 27%, compared to 23% in 1997. And the expenditure of worldwide operational outsourcing had increased to 235 billion U.S.dollars by 1998. Outsourcing contains many aspects, such as administrative outsourcing, client service outsourcing, financial outsourcing, human resources outsourcing, assets and factory outsourcing, sales and marketing outsourcing, logistics outsourcing, delivery outsourcing, transportation outsourcing and information technology (IT) outsourcing and so on.
