Since the founding of PRC, state-owned assets have been a great proportion in the national economy and contribute considerably to its development. However, the retardation of the reform on the managerial system of state-owned assets has become a great obstacle to the development of Chinese economy and society. With the implementing of reform and opening-up policy, the contradiction between assets management and operation is becoming more serious. In recent years, it is objectively required to speed up the reform on managerial system of state-owned assets so as to meet the demand of economic strategies adjustment. In 2002, the 16th people's congress advances that " to further adjust the structure and format of national economy, and to reform the national managerial system of state-owned assets, are the most significant tasks of carrying our economic system reform to a deep level. With the premise of state-owned policy, the active roles of both the central and provincial governments should be fully aroused. The central government should make new legislations to ensure the effectiveness of the operation in the reform. With the guarantee of such a policy, it is of great importance to promote Chinese economic development to a new level.The present paper falls into four parts. In the first chapter, the writer mainly made a summary on the research made by people in the past, on which the present paper is based on. In the second chapter, the paper points out some problems existing in the present system. In the third part, the writer introduces some methods employed in some foreign countries, such as America, Britain, and France. In the last part, the writer proposes some feasible ways to improve Chinese managerial system..New ideas put forward by the paper lies in the following aspects. Firstly, the author points out the present new system have not solved the problem very effectively. Secondly, the author introduces some western countries' methods to China. Lastly, the author on her own, suggests some new methods to solve the problem.
