The reform of state-owned assets management system is an important issuethat China is confronting for the management of state-owned assets in the newcentury. State-owned economy has always held a dominant position though itspercentage reduced since the reform and opening-up. To strengthen themanagement of state-owned assets is a basis to ensure the sustained, sound andrapid development of state-owned economy even the whole national economy.In the course of the establishment and improvement of socialist market economy,in line with the requirement of the management of state assets, China'sstate-owned assets management system has kept reformed and adjusted with thedevelopment of economic and social development.After the 16th Party Conference, China's state-owned assets managementsystem experience in-depth reform and some formidable problems have beenpreliminarily resolved. However, there are still some theoretical and practicalissues to be resolved in the new managerial system on state-owned assets andsome issues of manipulation to be pinpointed. It is an urgent issue for us toimprove the new managerial system on state-owned assets. Therefore, it is ofgreat significance to strengthen the research on the reform of managerial system on state-owned assets.This text starts from defining state-owned assets and intension ofstate-owned assets management system, reviews the historical evolution of themanagement system reform of state-owned assets of our country and currentsituation and analyzes several questions existing in the system. And then, withthe horizontal visual angle, discusses the state-owned assets management systemof developed countries and summarizes their experiences. Through the study ofthe property right theory, transaction costs, agent theory, and aborb the presentstate-owned assets management system theoretical research, the article bringforward the method of improving and perfecting the new managerial system onstate-owned assets, give some advices and suggestions to deal with the problemwhich occurred during the reform of the management system of the state-ownedassets. |
