Incentive management has become the core function of human resources management in the era of knowledge economy. But so far, the system of incentive management is not integrated, especially the current research on how to establish scientific and effective incentive management system according to the new characteristics of the human resources' personality need in the face of the knowledge-based environment. Therefore, how to research and design the new incentive management system according to the characteristics of the human resources' new need has become an important management issue, which needs to be addressed urgently.In recent years, the society pays more and more attention to the incentive management of the college students in poverty, especially the incentive management of the students in poverty in the agriculture and forestry universities. The current system has some questions, For example, the goal is not clear, the theory is unscientific, the system structure is not reasonable, and the methods are not perfect and so on. Therefore, the incentive management system is still not complete and needs to be studied and solved quickly, which is implementing on the college students in poverty in the agriculture and forestry universities.This paper realizes fully that it is very important to encourage the staff. Based on the basic theory of the human resources incentive management, this paper elaborates the origins of theory, limits the connotation etc. The subject of the paper is the poor students' incentive management practice in the agriculture and forestry universities. The paper analyzes the present problems of the students in the poverty and their incentive management system, based on the understanding of the students in the poverty and the present incentive management system. On the second, the paper will base on the cybernetics and systems theory, and explore how to use some methods for example people-oriented,modern human resources management,staff incentive and system design, which establish multi-perspective incentive management system elements and architecture. Finally based on the analysis of the system result, the research further reforms and improves the present incentive management system and operational mechanism from the macro and micro, and proposes the innovation mechanism and the suggestion that are suit for all the universities, specially the agriculture and forestry colleges, and sums up the general design method of incentive management system.
