The occurrence of natural disasters in China has generated great destructive power to its society, politics, economics and the mentality of people. In addition, there are all kinds of accidents and disasters, which, with great breadth and intensity, have great effect and impact on the social stability and economic construction of our country. Faced with the huge loss brought by these disasters, disaster prevention, reduction, relief and reconstruction after disaster as well as other related aspects should all be integrated into one engineering system. More attention should be paid to the dynamic, holistic, universal, purpose and multi-purpose, open and strategic quality of prevention and mitigation measures of disasters.Disaster prevention and mitigation activities have obviously gained systematic and complex system characteristics. Disaster contributing factors are numerous and exert wide influence. Disaster prevention and mitigation system is in large scale, complexly-structured and under sophisticated environment effects;its attribute and target diversify;human and economic factors are outstanding. Modern system theory concept must be established to effectively deal with various complex problems that the modern disaster prevention and reduction engineering systems are faced to. To stick to the starting point of being people-oriented, to establish and implement the sustainable scientific development concept, enhance the awareness of disaster reduction and to improve the disaster emergency management level, the engineering thinking and holistic thinking must be employed and the disaster prevention and reduction system should be established as a social project. This thesis can offer a new perspective in disaster prevention and mitigation system construction and a new model of technology application. It proposes designing the disaster prevention and mitigation system from the perspective of social engineering. First is to carry out in-depth analysis of the philosophical nature of the disaster prevention and mitigation. That is to study the system association between social engineering and disaster prevention and mitigation under the framework of the philosophy of socialengineering. Only after finding the association and nature of them, can we grasp andunderstand every aspect about an object fundamentally. Secondly comes to thediscussion about the evolution path from the "social technology" to "socialengineering" and from the people-oriented "people management" to "technicalmanagement;" Then it comes to the disaster prevention and reduction system underthe backdrop of engineering community; the trends of disaster prevention andmitigation projects are discussed in these aspects like the trends of great scientificengineering development and the construction of disaster prevention and mitigationstrategy. Thirdly, disaster prevention and mitigation system engineering is innovatedfrom the in-depth analysis of design methods, design principles and design system toguide China’s disaster prevention and mitigation system construction projects.
