Method And Empirical Research Of Urban Greenhouse Gas Measurement

Global climate change which caused by greenhouse gas is a major challengefaced by human society, it has become an important factor of national futureeconomic and social sustainable development. In the implementation of sustainabledevelopment strategies, to carry out the measurement of greenhouse gas’ emissions, isa basic link of addressing the climate change.On the basis of depth understanding of the current global climate change form,this text summarize and draw on the existing research results at home and abroad,systematically describes the basic theory of implementation on GHG emissionsmeasurement, described in detail the basic method of the measure, while selectingTianjin Dongli District as the example, make a empirical analysis of measure method,and also make a analysis, summed up the main features of greenhouse gas emissionsin the current stage of the city in China with the method by comparison with Nanjing,Chongqing and Shanghai three cities at the same time, and finally, drawing on thetypical method of several cities abroad about controlling carbon emissions, writeroffer a public policy recommendations on the reduction of greenhouse gas emissions,and to provide a reference for addressing climate change and the development oflow-carbon economy. The main contents are reflected in the following aspects:(1) Based on the “2006IPCC Guidelines for National Greenhouse GasInventories”, elaborated how to carry out the measure of greenhouse gas emissionsfrom energy activities, industrial production, agriculture, land use and forestry, wastedisposal these five aspects, namely, how to create a list of greenhouse gas emissions.(2) Take Tianjin Dongli district as an example to carry out an empirical analysisof the establishment of the list, about greenhouse gas emissions in Dongli area in2010, through the comparison of Xiqing District2010greenhouse gas list, andcomparison with Nanjing, Chongqing and Shanghai these three list about2008greenhouse gas inventories, summed up the characteristics of our country citystructure and key sources of greenhouse gas emissions.(3) Learn from the typical practices and successful experiences of London,Tokyo and Beder on reducing carbon emissions, this paper puts forward a series ofpolicies to reduce greenhouse gas emissions from two aspects of government’s public policyand community residents way of life.
