Because of the close relationship between theindividual life and the refuse,it is of great significance to protect and improve the urbanenvironment in the interest of proceeding economy with smooth progress andestablishing a sustainable society.With the development of economy and acceleration of industrialization,urbanization，and rapid improvement of people’s standard of living，the amount of solidwaste is rapidly increasing in China， and tendency is still going on. At the presenttime,owing to the improper management,there brings some injurant during the course ofsolid waste collection，transportation and disposal. The injurant cause serious pollutionto the atmosphere，soil and water，which not only influence environmental sanitation butalso threaten public health.On the other hand.abundant natural resources lose because ofthe improper recycle system. The essential reason that cause such status is the lack ofeffective legal regulation of the urban life garbage disposal.Relatively,developedcountries make great strides in this field.Therefore,we should base on the situation ofour country and adopt successful experience of them to construct the legal regulation ofthe urban life garbage disposal. First, change the legislative idea that insist onsustainable development and circular economy concept.Second, establish a completeand unified legal system of comprehensive utilization of solid waste. Third, strengthenthe special legislation,like packaging of solid waste, hazardous solid waste, kitchenwaste, electronic waste and used batteries. Forth, strengthen cooperate with locallegislation to implement. Fifth, establish a legal system to adapt circular economy ofurban living garbage pollution prevention.Such action is not only necessary but alsofeasible to consummate the legal regulation of the urban life garbage disposal in China.
