Study Of The Method For Management Zoning On Ecological Civilization Construction

With the rapid development of industrialization and urbanization, the contradiction between the ecological environment and economic and social development has become increasingly prominent. Water, air, soil and other environmental pollution prevention and soil erosion, desertification and other ecological protection situation is increasingly serious, which makes the world actively explore ways for sustainable development. Since1949, our country’s natural science workers have done a lot of research, but because of the rapid development of China’s economy and society, the contradiction between economic development and natural environment continuously develops. In order to solve the constraints of resources and environment problems and enhance resource conservation and environmental protection, the17th National Congress of the CPC firstly set the construction of ecological civilization as a strategic task, and the18th National Congress of the CPC clearly pointed out that "the construction of ecological civilization is the well-being of the people, the nation’s long-term future plans". At present, China has entered a new era of ecological civilization construction.Our country is vast in territory, with complex and changeable geographical conditions and climate factors, which determine that China’s natural conditions, humanistic environment, economic development, historical process, both in space and time has great heterogeneity. In order to solve these problems in the process of ecological civilization construction, should carries out ecological civilization construction through district management, which is make the regions with similar ecological civilization construction conditions and levels establish one district and set up different management goals and take different policies and measures in different districts.This study initiates from three aspects of nature, economy and society, which are closely connected and constraint each other. It applies research methods such as Frequency Analysis、Expert Consultation and Analsis Hierarchy Process and sets an ecological civilization construction management district indicator system with a framework of nature-economy-society compound ecological system with reference of classical sustainable development and ecological civilization indicator database at home and abroad.In the management zoning process,this study applies SPSS Classification Analysis、ArcGIS Space Analysisand Empirical Analysis takes Jiangsu Province as a case,and finally determines that management district determination methods are a combination of quantitative analysis and qualitative analysis. This study establishes an indicator system of ecological civilization construction management district,and explore the management zoning method,and form an scientific, reasonable, objective and practical Technical Regulation about ecological civilization construction management zone.
