With the rapid growth of China’s population, there is increasing pressure on grain prodcution of China. In the study, the thesis mainly target at the phenomenon of pesticide abuse and the widespread of high-toxic pesticide. This phenomenon whether directly or not, would cause a series of environment pollution, which may lead to ecological damage and secondary food safety issues. It can be said, pesticides application brought by the negative impact has become a serious social problem and the focus of the whole society. It requires deep study and to take effective measures to cope with. Thesis through field research, data, literature analysis found that Chinese pesticide application exists structure is irrational, backward technology, application of strength continued to increase and other issues, the reason for the problems mainly due to the associated producers only consider their own economic interests,and the management system is not perfect in the relevant context, resulting bring environmental negative externalities. Papers from the "externalities" theory started to explore the changing environment in spite of the negative externalities of pesticide application methods in an effective way,and from the government, businesses, farmers and other perspectives to investigate pesticide application multi-agent model of governance. Try to make the whole process a full range of pesticide application monitoring system and to reduce the harm caused by pesticide application to provide desirable measure.
