Management Of The Polycentric Governance City Problems Of Environmental Control

The urban environmental pollution is one of the most severe crisis that our human beings has confronted; especially for today, when the ecological problem is more outstanding and the urban environmental pollution becomes increasing serious, which has become one of the biggest obstacle for urban sustainable development. Since the20th century, one of the most important parts of the human history is urbanization history. Urbanization is like a Double-edged sword. On one hand, it brings great economic benefit and speed up social progress; on the other hand, it causes environmental pollution and social problems and so on.For those environmental problems, some people choose to escape them. The phenomenon is especially quite general in the development countries, where more and more peopie are moving to suburbs or villages. After going through the environmental degradation, frequent pollution, poor living conditions and morality deep transformation as well as other city problems, some international organizations have warned to the world that the urban environmental problems is one of the largest challenge. Therefore, we have to say that the urbanization is a kind of inexorable trend that any country or region cannot avoid.According to the research of our country’s environmental pollution and the current controlling condition of Shenyang’s environmental pollution, this article pinpoints the government’s role and its responsibility as well as other social functions during managing our environmental issues. In addition, this article will discuss the governance of our country’s urban environmental problem from a new perspective and applying polycentric governance theory to solve a series of problems when managing the environmental issues. Moreover, try to come up with the disadvantages of the sole governance to put forward the polycentric governance in order to improve the quality and efficiency of urban environment governance, thereby achieving the aim of the environment-friendly society.
