Abstract:Coal mine emergency management is an integral part of the response to sudden accident, and to ensure the safety of coal production, coal industry is an important part of the continued healthy and stable development. All along, the coal mine accident is most casualties in industrial production in China, the biggest loss of accident, seriously affecting social stability and the country’s steady and rapid development. And across the country, the province of ShanXi is the largest coal resources, coal mining enterprises to exist "more, small, scattered, chaotic", Coal Mine is not exceptional also, also these problems, these potential problems will be caused by sudden accidents. In recent years, Coal Mine through the take some positive measures, such as the purchase of advanced equipment, research and development in modern mine innovative technology, to a certain extent slowed the accidents, improve the coal mine safety situation, but this is just take temporary solution not effect a permanent cure, still failed to prevent sudden accidents. The biggest problem is the lack of a scientific, comprehensive, system of emergency management system, not on the impact factors of coal mine emergency management risk assessment analysis and evaluation. Therefore, the study design a set of scientific, comprehensive Risk assessment of Coal Mine emergency management system in Coal Mine group of safety production is very feasible and necessary.Papers is based on the research status of sudden accident emergency management and the risk at home and abroad, firstly it studied the emergency management of the Coal Mine situation and existing problems of analysis,then finding out all the influence factors of the Coal Mine emergency management through interviews and data collection, the factors concluded four indicators influencing factors of coal mine emergency management, people, equipment, environment and management though the analysis summary of system science. Based on the principles of scientific, systematic, integrity, organic fuses in together, the quantitative and qualitative factors in-depth analysis of these four indexes, the paper established a Risk assessment index system of coal mine emergency management. Secondly, through combining with the actual situation of the Coal Mine, it put forward the Risk assessment design ideas of the coal mine emergency management based on the AHP-FCE,, using analytic hierarchy process (AHP) and Fuzzy comprehensive evaluation(FCE) is determined objective weight of index factors respectively. On this basis, according to the content of the risk assessment model, it is easy to get the risk of the contribution of the specific indicators available of the Coal Mine. Finally, it put forward the Coal Mine emergency management risk coping strategies, through policy support system, human resources security system construction, emergency information security system construction and the guarantee of emergency rescue system and other measures to improve the level of the Coal Mine emergency management.Innovation point of this paper is that the Risk assessment index factors are analyzed, and the Risk assessment index system and evaluation model is constructed, providing the Coal Mine and related enterprise risk assessment for analysising of comprehensive and systematic theoretical reference. At the same time, the use of AHP-FCE combined weight method is determined the Risk assessment index weight and evaluated the risk of coal mine emergency management, the paper is mainly used quantitative and qualitative research of the Coal Mine emergency management as the auxiliary way risk, to improve coal mine emergency management ability provides a strong theoretical basis.
