Coal is the main primary energy and fuel used in our country. The qualityof people’s living standard in our country and the development of the socialeconomy are closely related to coal. Most of the coal resources in China areburied deep underground, so they need underground mining. However, thecoal mining is difficult and highly risky and coal mining accidents occurredfrequently due to the complex geological condition and the slow developmentof current underground coal mining technology and the backward mine safetymanagement level. The "Six Systems" of coal mine safety not only largelyreduced the mortality rate of mine personnel after the accident, and played avery good warning effect of underground accidents.The "Six Systems" of coal mine safety include: monitoring system,personnel positioning system, emergency rescue system, pressure windself-help system, water supply rescue system and communication system. Thesix systems are not independent, but organic and closely linked together as awhole system.Since the "Six Systems" of the coal mining safety was put forward, thedomestic and foreign experts and scholars have made a lot of researches on thedesign, installation, quality standardization and evaluation, and put forwardmany new research methods. In this paper, the author has established a classic analytic hierarchy process (AHP)—fuzzy comprehensive evaluation model tostudy the integrity, reliability and effectiveness of the "Six Systems". Withreference to the researches on its integrity, quality standardization scoringmethod and all kinds of installation, usage and maintenance requirements ofdeveloped countries in the world and our country, in this paper, the securityeffectiveness of the "Six Systems" of coal mine safety is divided into thefollowing five levels: Ⅰ level very reliable, Ⅱ level relatively reliable, Ⅲlevel reliable, Ⅳ unreliable, Ⅴ is very unreliable.In this paper, the effectiveness evaluation index system of the "SixSystems" consists of two layers of security index. The first layer consists ofprevention system including monitoring system, personnel positioning system,communication system and post rescue system including pressure windself-help system, water supply rescue system, emergency rescue system, a totalof six. The second layer is the subsystem of the "Six Systems", with a total of34. With the application of analytic hierarchy process (ahp) the paperdetermines respectively the weight of the first index layer and the second indexlayer, and ultimately the core status of emergency safety system within the"Six Systems". Moreover, combined with the theory of fuzzy comprehensiveevaluation theory, the paper has established the analytic hierarchy process(AHP)—fuzzy ynthesis evaluation model.By using the analytic hierarchy process (AHP)—fuzzy synthesisevaluation model,the author has practically evaluated the practice of certainlarge state-owned coal mine in Shanxi Province.
