Planning environmental impact assessment (PEIA) is planning level application of environmental impact assessment (EIA) and the standardized, systematic and comprehensive evaluation process of environmental impact on planning or alternative plan. PEIA also is a technical and institutional means for early in the planning level coordinating the relation between environment and development."Environmental Impact Assessment Law of People’s Republic of China" as stated in Article 1, environmental impact assessment is the objective and purpose "in order to implement the strategy of sustainable development, to prevent the adverse impact on the environment due to the implementation of planning and construction projects, to promote harmonious development among economic, society and environment. The concept of PEIA is proposed because it is recognized the evaluation system of construction project environmental impact assessment and the demonstration procedure of environment protection of planning after its implementation in the past are in a very passive position. Therefore, it is hopefully that through its development of a new environmental management system, we can prevent and control environmental problems in a position closer to the source of it. Therefore, the purpose of PEIA is not only to propose measures to reduce impact of the implementation of the planning on the environment, but also to make sure the planning possibly produce the smallest impact on the environment. So, the plan can be sustainable planning and promote the establishment of environment and integrated mechanisms for decision-making. This requires the integration of environmental assessment procedures and the procedure of the work of the planning process. Through the function of EIA planning in the internal and structural decision-making process, the decision-making process will be institutionalization and standardized.The atmospheric environmental impact assessment mainly forecast, analyzes and evaluates the atmospheric impact after the implementation of the planning and provides prevention or reduction measures for that. Thus we can maintain to protect the atmospheric environment, and promoting the coordinated development of economy and environment.In the SEA, There are many different types and level plans. Different types of planning have the atmospheric problems as well as the atmospheric impact after its implementation. Different levels of planning, because of the different timing of the EIA intervene, the different characteristics, the varying degrees uncertainty of content, it is not possible to use the same procedures and methods to evaluate atmospheric environmental impact of the different types and levels of planning.This paper will discuss the atmospheric environmental impact assessment in the field of targets, scope, standards, evaluation factors and factors, methods and evaluation procedures detailedly ,comprehensive systematically . It is summed up the different content and methods of atmospheric environmental impact assessment for various plans through the analysis and synthesis of different types and levels of planning. At the same time, according to content of the level of distinction, respectively, the atmospheric environment impact assessment of key content, methods, procedures, etc. were discussed. In terms of the level of planning and stage of plan when the EIA begin to involve, planning can be divided into policy-oriented planning, project-oriented two different types of planning. Therefore, for different goal-oriented planning, the EIA procedures and methods, as well as evaluation purposes, the basic content should be different. To that end, the atmospheric Planning Environment Impact Assessment of two different types of goal-oriented Planning will be discussed. Finally, Binhai New District in Jiaxing and chemical industry base in Chaohu are here as the examples of PEIA for case studies for discussing the contents and methods of PEIA for different goal-oriented planning .Atmospheric environmental impact assessment theories and methods can be enriched and improved through this practice cases.
