As the era of knowledge economy comes, human resource plays a more important role in economic development, enterprise competition to a large extent is reflected as competition for talent. Today in the situation of financial crisis is fully impacting foreign trade economic all over the world, in order to change the disadvantaged position of the war for talent and improve the viability, state-owned foreign trade enterprises have to reform the traditional employment system, do innovation on human resources management, exploit existing human resources, strengthen human resources development, improve efficiency in the use of human resources and the attraction of talent.This essay analyses the status quo and the problems of state-owned foreign trade enterprises with the core theory of oriental management: the"San Wei"theory, and puts forward the following three major reform measures of human resource management:"Human orientation"resources match system;"Morality priority"quality selecting system;"Behavioral cultivation by self-discipline"prompting mechanism system. It aims to provide for the state-owned foreign trade enterprises a new perspective and solution as to gaining the advantage in talents competition,enhancing the staff efficiency and improving the company attractiveness to the talents.
