Human Resource Management (HRM).is one of the basic functions of Enterprise Management. The importance of human resource and its effective management has been realized by more and more people with the development of socialism marker economy. In the 21 century, people advocate knowledge management and human management in human resource management field. People research the development and utilization of the human resource. It is important to inspire human potentiality, exert the function of human and drive the development of fertility. In order to adapt the requirement of work, we should learn the advanced ideas and technology and use advanced management experience for reference .Combining the condition of market economy in our country, and aiming at the character of knowledgeable employee, we can find out the suitable human resource development and managenient system. This article describes the theory and method of contemporary human resource management, management for the people by the people, learning organization, motivation and performance, study the present situations on human resource development and management of knowledge-based firm ,find out the problems and the reasons. By contrasting the situations of development and management of science human resource between our country and west country, and analyzing the difference of development and managenient of science human resource in these countries, it gives the reasonable solution and scientific management model in knowledge-based firm including as followed: Establishment of the new type of organization and learning organization systematic training for every employee, effective motivation, and using network technology.
