Technological innovation is the foundation of the SMEs, and also the key point where national technology strategy meets economy. It is of great significance to research on the technological innovation capability of the SMEs after the global financial crisis, as a welcome to the tenth anniversary of the National SME Technology Innovation Fund.By analyzing the characteristic of technological innovation for SMEs, and synthesizing the classical points of national authoritative institution, the innovation fund evaluation system, the consultation of government and enterprises and literature collection, this paper establish an evaluation system on technology-based SMEs' technological innovation capacity including six principle levels such as innovation output capability and Innovation environment. We establish the multilevel matter element model of technological innovation capability for technology-based SMEs, and alter the elementary correlation function of extension evaluation method to one of technology innovation capability for technology-based SMEs, which can determine the capability grades, simultaneously, can directly sort the objects to be evaluated based on the rational degree. By the stratified weights of AHP and combination of objective and subjective factors' weight, the traditional extension evaluation method is extended to multilevel extension evaluating method, in which sub-indexes are classified and sorted. Finally, Dalian High-tech SMEs are evaluated by multi-level Extension Evaluating Method, concluding their composite evaluation value and the possible obstacles they may meet in developing, so that we can offer scientific instruction to the government and in SMEs both in designing technological innovation strategy and discovering obstacles for technological innovation.The distinguishing feature of this paper lies in two points. First, alter elementary correlation function to one of Technology-based SMEs which gets the best result on the right vertex of interval.Based on it, the capability grades are determined, simultaneously; the objects can be sorted. Second, extend the traditional extension evaluation method to multilevel extension evaluating method for complex objects by establishing the multi-level matter element model for evaluating the Technology-based SMEs' technical innovation capacity and the stratified weight of AHP and combing objective and subjective factors' weight. By such means, the level of an enterprise's innovation capacity and the influencing factors can be obtained directly, which makes the extension evaluation method much more convenient.
