Industrial Structure Analysis For Baiyin City With Resource Exhausted

Adjustment of industrial structure is a major issue for development of national economy and the top priority of economic transformation for resource-exhausted cities. Baiyin City, as one of the fist resource-exhausted cities, located in the northwest region of the country inland, whose difficulties and problems are attracted great attention of state leaders. The industrial structure adjustment is regarded as core for urban restructuring and development by the governments of Gansu Province and Baiyin City. And at the same time, the China's Western Development policy, resource-exhausted cities'economic restructuring policies, the policy of expanding domestic demand, the urban economic circle construction of Lanzhou and Baiyin city, provide rare development opportunities for the economicic transformation of Baiyin City, and of course put forward higher requirements. Therefore, it is of great significance to study Baiyin City's industrial structure in-depth and investigate how to promote the development of a new round of Baiyin City by the adjustment of industrial structure.Industry structure characteristics, the causes of Industry structure problem, the choice of leading industry and countermeasures of optimization were discussed, based on the theory of industrial structure and a large amount of statistical data, quantitative analysis and qualitative analysis, normative analysis and empirical analysis method were used.(1)Analysises of three industries as a whole and the internal structure of each industry, including the evolution history, current situation, conversion capacity, entropy, rationalization, structural efficiency, and the internal structure of the three industries, were carried out.The characteristics and problems of industrial structure of Baiyin City are as follows: The attribute of the evolution about industrial structure is non-natural and non-historic; The overall level of industrial structure is backward and uneven; The main driving force of city's economic development comes from secondary and tertiary industries; Coordination between the level of urbanization and the level of industrialization is lack; The overall transformation ability of the three industries'structure is weak; The industrial structure is single; Dislocation between industrial structure and employment structure is high; Agriculture is based on traditional agriculture-oriented structure; Industrial structure is mainly heavy industry, based on energy and raw materials; The development level of service industry is low and fluctuating. The study illustrates the overall industrial structure development of Baiyin City is still at an early stage. (2)The key issues about industrial development were proposed namely, the structure deviation adjustment among three industries, the internal structure upgrading of each industrial, the excitation of industry development energy, the diversification of industrial development, the coordination between industrial development and environmental protection, the simultaneous development of industrialization and urbanization, the industrial integration and coordinated development between Lanzhou City and Baiyin City,the talent-poor and missing of innovation mechanism, the cultivation of new industries. (3) In the light of the process of industrialization of Baiyin City is still at the early stage, and the reality of resource-based cities, Factor analysis was to be used to select and identify leading industries, namely, non-ferrous metals industry, energy industry, chemical industry, and leading industrial system was constructed. (4)The basic strategic objective, and the corresponding direction, principles, ideas and measures of industrial structure adjustment were proposed from the regional comparative advantages and development opportunities.
