To effectively solve the "agriculture, rural area and farmer" issue, we must vigorously develop the processing industry of agricultural products, as to improve the overall benefits of agriculture. One of the effective ways which we vigorously develop the processing industry of agricultural products is to implement the agricultural products supply chain management, the facts show that agricultural products supply chain make all participant enterprises get better profit, however, because of its internal particularity and connection of industry, agriculture and commercial industry, the unstable factors which include nature, society, system, market, organization, price, behaviour and so on are everywhere.
