The foundation contribution of our public utilities in city live can't be denied. In recent years, various reform of many industries make improvement of economic performance and the market competition abilities; But our public utilities gets so little improvement. At the same time, because the public utilities have these characteristics, such as network, the scope economy and widespread service...etc., the government section and economists pay attention to the reform of the public utilities. According to such present condition, this degree paper put forward the "Trinity" reform mode which combined the property right, competition and regulation; Use of the data of the public utilities electric industry to analyze the model of "property, competition and regulation", and analyze the contribution of the three factors in the electric industry reform.The public utilities in this paper are not the public utilities that general peoples comprehend. It mainly covers the industries of postal service, gas supply, water supply, electric power, warm supply etc. These industries of city-green, public transportation and environmental sanitation are not in the range of my research. For finding out the method, which could implement validly in our country, after read the foreign successful example, this paper analyzed the present condition of our public utilities and the source of problem. Then pick out three aspects could affect the results of public utilities reforms. It is property right, competition and regulation. This degree paper makes these three aspects together to become a "Trinity". And utilization a induction model firstly to investigate these three factors' contribution in the public utilities reform results. Moreover, this paper still draws the DEA method to calculate a industry' average efficiency, thus analytical results of reform. The main part is chapter 2 - chapter 5. Chapter 1 elaborated the present condition of our public utilities, and conclusions the reason of the wrong emergence. Chapter 3 analyzed the formation of "Trinity" mode, and analyzed the condition of our reform. The first part in chapter 4 turns the each stage of reform in electric industry to data, and gets an induce equation, which embody the contribution of each stage reform' results.
