The Research For Existing Problems And Countermeasures Of Public Utilities Marketization Reform For Dongguan City

Public Utility is the material basis for the survival and development of a city,which is determining the bearing capacity of economic and social development for a city,the level of facilities and management status for each industry is relative with national economy and people's livelihood and social public interests,plays an irreplaceable role in promoting urban development.Along with the development of the socialist market economy,China's different areas,different industries have been transformed from the planned economy to market economy,but city public utilities marketization reform process is obviously lagging behind other industries,the traditional public utilities development pattern and the disadvantages of the management system exposed increasingly,lack of innovation,poor service,low efficiency,policy-related losses and operating losses,which could not meet the requirement of the city's population production and production,could not comply with the development for market economy of the whole society.Already placed heavy burden on local government finances,and caused costs artificially high,price increase rigidity,in this case,the problem of how to further promote the reform of the marketization of public utilities should not be ignored,the public utility management system reform should implement imminently.Although the marketization of public utilities implemented only more than ten years in Dongguan,but has positive impacted on the dongguan many aspects,such as politics,economy and society.Not only revitalized urban stock assets,accelerated the construction of the urban public utilities,and had introduced the advanced management concept,also got the recognition of domestic counterparts,but brought a series of problems at the same time.I think the marketization of public utilities in dongguan should focus on at this stage,how to rationally facing with the main problems existing in the reform of marketization of public utilities in the implementation process,and connecting with the present situation of the market-oriented reform in dongguan to analysis objectively,subtly propose the responsibility for deepening reform of the authorities,explore feasible strategy for the reform.In this paper,basing on the comprehensive application of the theory for the public management science,administration science,different subjects such as economics,sociology,law,uses the interdisciplinary research,through the combination of theory and practice,literature research method,combine normative analysis and empirical analysis,case analysis and so on,strive to multi-angle and comprehensively analyze the beneficial exploration of dongguan city public utilities marketization reform,the main problems and their rooting causes,and propse specific suggestions about how to effectively promote the marketization of public utilities reform and countermeasures.This article is divided into six chapters to explore,chapter 1 is the introduction,briefly explain the research background and significance of public utilities,the status of present research for domestic and overseas;Chapter 2 clarify the connotation of public utilities,to study the two important concepts:"utility" and "marketization of public utilities”,and discusses the relevant content.Analyzes the practice management pattern of the marketization of public utilities,including the management contract,lease,concession,BOT investment,such as the PPP model.Chapter 3 Summarized the main achievements for the marketization of public utilities reform,included the integration strength for public utilities had been significantly strengthened,graually establish a diversified market structure,public infrastructure is becoming more and more perfect,innovated the public utilities marketization mode.By using the method of case analysis,discusses the main problems of dongguan city public utilities marketization reform,including blindly praise the marketiaztion of publice utilities,Ignore the public interest,product prices and marketing professional knowledge and operation experience is not mature enough and corruption.Chapter 4 analysis the causes of dongguan city public utilities marketization reform problems,specific goal deviation is due to the reform,the government responsibility cognition is not clear,the price mechanism has not yet established,management system is not scientific,Analyze the corruption from the Angle of rational economic man,the lure of power rent-seeking,due to imperfect legal system and regulations;Chapter 5 analyzes the advanced experience of market-oriented reform from France,Britain,the United States and other western developed countries,refer to the creative experience of the domestic,such as Shenzhen,Chongqing;Chapter 6 integrate the study of front,combined with reality factors of politics,economy,social,etc.in present stage of dongguan marketization,accordingly propose countermeasures for deepening the reform of marketization of public utilities.The research idea of this article is:first of all,by defining the peculiar economic attribute and the connotation of public utility,consult a lot literature to understand the background,present situation and future trend of dongguan city public utilities marketization reform;Combine with the practice experience of Dongguan city public utilities marketization,mainly discusses the main problems and the reasons of the marketization of public utilities reform in dongguan;Second,systematically analyze the success of marketization of public utilities practice for home and abroad,understand the marketization of public utilities reform advanced experience at home and abroad;Finally,basing on the main problems of dongguan city public utilities marketization reform,explore the way of marketization reform of public utilities in dongguan,with adjusting measures to local conditions,further accelerate the benign development of public utilities.Basing on research with explaining the profound in simple terms,this article think that the public utilities marketization reforming is imperative to meet the requirements of the development of market economy at present stage,uses properly would get twice the result with half the effort,to achieve "win-win-win" situation for the government,investors and the social public.
