The peasant problem is the key of resolving the problems facing China's agriculture, rural areas and farmers, and the land issue is the core of facing the peasant problem. China's rural land is the most basic producer capital, having functions such as supplying farmers'income, employment and social security, and so on. The special nature and scarcity of land have decided that the rural land system is not only the most important system in rural areas, but also important in China's socialist economic and political system.Rural land transfer is an adjustment for the current production relations in rural areas to the new stage of development needs of rural productive forces, and also a further improvement for the basic operating system in rural areas, continuation of the existing mode of distribution of land according to the continuation of the population, and it is the only route for the is rural land to carry out large-scale operation. China's rural land transfer includes the transfer of rural construction land use right, land use right of the circulation and the right to land contractual management. This paper discusses the transfer of the contractual right of land. According to law and on a voluntary and compensatory basis, the paper analyses the effective ways of rural land contracting right deeply and comprehensively, and considers the mechanism as breakthrough for seeking rural land management system issues to find the most effective way for the land transfer in rural areas, and to achieve the scale operation of rural land management, improve land productivity and marginal revenue, change the mode of rural economic growth, and promote the steady and healthy development of the rural economy ultimately.
