The main purpose of urban management is to provide a safe and stable community to the people, make the living environment clean and beautiful, and ensure the city developing in a healthy and orderly manner, so that people live more convenient and comfortable. With the sustained economic and social progress across the development and accelerating urbanization, the method of urban management can not meet the new situation, become a constraint to further improve management efficiency. The most important key of urban management, is to change the traditional way to solve the problems after the incidents, establish a long-term management mechanism to reduce the incidents of urban management.In order to innovative mode of urban management, raise the overall level of urban management, establish long-term mechanism, this paper bases on current academic achievement, combines with China's development situation, in-depth studies the traditional drawbacks of urban management, and points out urban management is attributed to institutional mechanism is not perfect, the slow process of legal, structural contradictions have become increasingly prominent, not efficient enough to run the digital urban management, low level of social participation, negative emotion with Practitioners. On the contrary, it provides six proposed measures, that is reform of institutional mechanisms, accelerate the process of promoting the rule of law, advocate humane law enforcement, Improve the performance of digital, participation in social development and actively guide. The essence of this paper is to base on the management practices of different cities, and find out long-term mechanism of urban management, not only to adapt to the actual economic and social development, while maintaining the fundamental interests of the people.
